My friend is 15 and hasnt had her period yet? is she infertile?

k so my friend is 15 and still hasnt had her period. she is kinda behind on puberty. i mean she is reallyshort and doesnt have big boobs. but im just worried that maybe there is something wrong with her fallopian tubes or something.
