Are tubal ligations with fallopian rings still effective or capable of coming off after 13 yrs?

As far as I know they're supposed to be permanent unless you attempt reversal. They're supposed to be 99% effective and are meant to be more complicated to reverse than if a man had a vasectomy so make sure you definitely want this before you get it done.
